The Ohio State University-Mount Carmel Health Obstetrics/Gynecology Residency Program is taught by a dedicated faculty. Most members are board certified and recertified in obstetrics/gynecology and/or their particular specialty and continue to see private patients. This level of involvement ensures residents a real-world view of medical practice and of the physician-patient relationship.
Phillip Samuels, MD

- Dr. Samuels is the Program Director of The Ohio State University-Mount Carmel Health Obstetrics/Gynecology Residency Program. He has been Associate Professor of Obstetrics/Gynecology at The Ohio State University since 1992. He also regularly provides perinatal services and teaching at Mount Carmel Medical Center. His areas of clinical and research interest include hypertensive disorders of pregnancy, hematologic disorders of pregnancy, recurrent pregnancy loss, and seizure disorders. He is an examiner for the American Board of Obstetrics and Gynecology.
Elsie Young, MD

- Dr. Elsie Young is a graduate of The Ohio State University Medical Center class of 2003. In 2007 she completed a residency in Obstetrics and Gynecology at Beaumont Health in Royal Oak, Michigan. After working in private practice for 2 years post-residency, she joined the Mt. Carmel Health System as teaching faculty. In June of 2013 she attained the role of an Assistant Program Director for the Ohio State University/Mt. Carmel Health residency program. Dr. Young is passionate about teaching the next generation of Obstetrician Gynecologists, incorporating hands-on skills labs and simulation into the weekly didactic sessions she has with the residents. In addition to teaching the residents and medical students from The Ohio State University, she volunteers at the Xenos Free Clinic which serves the Franklinton area and the East campus area. She enjoys mentoring the residents and collaborating with the other Mt. Carmel residency programs to facilitate a collegial environment.
